The Haryana Renewable Energy Development Agency (HAREDA) has invited bids to install 10.4 MW of grid-connected rooftop solar projects both with and without battery storage at various locations across the state
The scope of work includes the design, supply, erection, testing, and commissioning of the projects, including the supply of bi-directional meters. The successful bidder will also have to take care of the comprehensive maintenance of the project for five years
The last date to submit the bids online is July 5, 2021, and the bids will be opened on the same day
The estimated cost of the project is ?496 million (~$6.79 million). The project completion deadline has been capped at three months
Interested bidders will have to submit ?200,000 (~$2,737) as earnest money deposit (EMD) to qualify in the bidding process. Haryana-based micro and small enterprises (MSEs), start-ups, and central or Haryana public sector enterprises have been exempted from submitting the EMD amount to participate in the bidding
EDM will be forfeited if the bidders are found to form a cartel
A single contractor or firm is allowed to submit only one bid for the same work
Successful bidders from other states and union territories will have to pay 3% of the contract value as the performance bank guarantee. Haryana-based MSEs will have to pay 0.2% of the contract value, whereas, for other firms based in Haryana, the performance bank guarantee has been set as 2% of the contract value
The estimated capacity of the projects without battery storage (Group A) for the range of 1 kW to 10 kW is 600 kW, and for the range of 11 kW to 50 kW, the estimated capacity is 2.6 MW. For the range of 51 kW to 100 kW, the estimated capacity of projects is 700 kW, while for the range of 101 kW to 500 kW, it is 4.5 MW
The estimated capacity of rooftop projects with battery storage (Group B) is 2 MW
To participate in the bidding process under Group A, the bidder should be a manufacturer of solar modules, solar cells, or a system integrator. To qualify for Group B, the bidder should be a manufacturer of solar modules, solar cells, batteries, or a system integrator
The bidder should have completed similar projects between April 1, 2018, and the bid submission date. To qualify in Group A, the bidder should have installed a minimum of 3.36 MW of grid-connected solar projects (with or without a battery bank). For Group B, the bidder is needed to be experienced in installing a minimum of 0.80 MW of grid-connected solar projects (with or without a battery bank). Those bidding under both Group A and Group B should have installed a minimum of 4.16 MW of grid-connected solar projects (with or without a battery bank)
If the bidder bids for only Group A, his minimum average annual turnover in the last three years should be ?100.8 million (~$1.38 million), and for Group B, it should be ?48 million (~$657,091). If the bidder bids both for Group A and B, his minimum average annual turnover during the last three years should be ?148.8 million (~$2.04 million)
As per the tender document, both the solar cells and modules used in the project should be domestically manufactured. The solar modules should be made up of crystalline silicon solar cells and must have a Bureau of Indian Standards certificate for IS 14286 and IS 61730 (Part-I, Part II). The solar modules must meet the latest specifications of the Ministry of New and Renewable Energy (MNRE). The models and manufacturers of solar modules should be from the Approved List of Models and Manufacturers (ALMM) issued by MNRE
